Any locality that permits people to register to vote without proving themselves to be a citizen or that allows someone to vote without showing picture ID is highly likely to have fraud and conveniently no auditable records to prove or disprove. Ex: issuing drivers licenses to illegal immigrants when a drivers license is all that is needed to vote practicality encourages fraudulent voting. This is problematic in many "sanctuary" locations.
