Well yeah. There is no such thing as a Clean Bill. If you want to sabotage a common sense piece of legislation, you add additional stuff that has nothing to do with the bill that will result in immediate "nay" votes by the opposing party or a "veto" by the sitting president. It's not about doing what's right for the country; it's about what makes the other party look bad to their constituents.
