Trump did not notify congress of withholding funds in a timely manner nor did he get approval for not spending all the funds counter to what the ICA states as his obligations. If you look at the whole situation it was preposterous what he did. He signed off on the funds which made it law, then he wants to change his mind for an investigation of corruption in the Ukraine. Oh by the way he targets the family of his political opponent. If nothing else Trump comes across as the corrupt person. From what I read with the wall funding he spend what was previously allocated but cannot obligate no more now or in the future. The spending set aside for the wall was, I believe, over $2B. I like Trump and I think the wall is a good thing, but again we all have opinions.

A court said he illegally used DoD funds and repurposed it for the wall.
