The signing of an order or law is the easy part. As the old saying goes, the proof is in the pudding. Every new VA head is going to fix everything and little happens except they want more money, with little results.

Unfortunately, they are a necessity. For every bad employee that stays on the payroll because of union entrenchment, there's a good employee getting railroaded by a bad boss and really needs the union protection.
