Trump threatens health insurance benefits for lawmakers

Shouldn't the headline be something like "Trump promises equity in healthcare coverage for Congress" or "Trump will require laws Congress passes to impact them also.

I don't think the POTUS is threatening anything. Where in Article II of the Constitution does it state the Executive Branch can authorize funding (800 billion in subsidies) for the purpose of ensuring Commerce? Hint: its not there. The previous POTUS added funding and he carved out exclusions in order to get more Democrats on board. All the new President is leveling the playing field.

Good. It is sad that they can not do what they have been running on for the last 6 years.
