This is just setting the stage for when Kim says the price for his denuking is the complete withdrawal of US military from South Korea. Because, Kim will say, if the north signs a peace treaty, and doesn't have nukes, what possible reason could the US have to keep its military in South Korea?

Which is a good question because currently North Korea is no match for the Armed Forces of South Korea without the Nukes. South Korea only needs the U.S. as a guarantor if China intervenes or supports North Korea in a military engagement with the South.
