I think you should reread CPT Jack Durish's post. He did say Europeans, and I'm also sure he is alluding to the fact that the US seems to provide a lot to our European "allies" without much in return.

After all the US military has prevented Russia, China, Japan, and Germany from invading and conquering all of Europe, Asia, Africa, Australia, South America, Central America, and Canada and that means that the US isn't completely isolated and surrounded by Global Communist Warming.

PO1 John Miller - PO; You appear to think that there was ever any notion that most foreign aid money would be paid back. If so, you are wrong.

MOST foreign aid money is required to be spent purchasing American goods at American prices from American suppliers and is - in reality - merely disguised subsidies to American industry.

The only people who have a really good record of paying back America Foreign Aid are those countries which won WWI and WWII and they have all repaid their "War Loans (including the interest)" by now.
