The United States and Saudi Arabia share many common interests (ousting Assad), but they do not share common values or a common worldview. Saudis Arabia and Qatar have a problematic history of supporting terrorist organization. While this looks great on paper policymakers would do well to remember that Saudi Arabia is a key partner but not a friend.

In regards to the agreement yes I would assume that part of their desire in participating is to be able to control the narrative as the Saudis don't care for free radicals as they tend to frown on individualism that ties in to their disdain for uncertainty. What better way to control the situation than to be party to the monitoring and policing.

Sounds like a good idea, the only thing that I think is missing is they should be trying to intercept as much money as possible and use that to help fund their activities, which has the dual use of providing for counter terrorisim activities at the same time reducing their capabilities due to lack of money on their part. I also hope that they will use the intel they develop to capture or kill the enemy where they do not expect an attack.
