The garrisoning of the forts along the frontier placed a drain upon the U.S. Army resources. The Union army reached a high of 2.1 million men during the War Between the States and needed every man and had a problem keeping the West forts garrisoned.

Thanks for sharing TSgt Joe C. that on Nov 12, 1867 after more than a decade of ineffective military campaigns and infamous atrocities, a conference began at Fort Laramie to discuss alternative solutions to the “Indian problem” and to initiate peace negotiations with the Sioux.
