As the old saying goes: "Necessity is the mother of invention." In 1998 & 1999, as part of Operation Joint Forge, I was the Compliance Assistance Team leader of MND-North. The "CAT" was missioned to inspect and ensure the "former waring factions" maintained their weapon's storage sites to the standards set out by the General Frameworks For Peace (AKA Dayton Accord's) and monitor the mass graves program (a rabbit hole for another time).
In the almost 800 "approved" weapons storage sites inspected, I was amazed by the ingenuity the Croats, Bosnians and Serbs applied to repurposed munitions. There were 500 bombs turned into glorified bottle rockets with 200 mile ranges that could be fired off of pickup trucks and similar vehicles. While accuracy was somewhat questionable, a massing of several of these bombs would be effective for area suppression.
The point being, I am not surprised that the Ukraine military has come up with their own "junk-yard missile." On top of their effective use of "killer drones" and other innovations and tactical surprises they have managed to keep Putin and the Russian military on their toes. America needs to study this innovation streak as they study the war as a whole.
