In the book "Warrior Police" it talks about the MPs first getting into Iraq during Saddam's downfall & finding caches of weapons, but due to the then SecDef's decision to not send as many folks in as requests, they couldn't leave anyone behind to guard the caches. When they came back the next day w/ securing forces, the caches were empty. Their suspicion was that all the weapons made their way to Syria. Which then would lead them to falling into ISIS's hands.
