Agree with the inquiry that we need to pass "all" the information along to upper management especially for those calculating collateral damage assessments.
However there is the other side of the problem not being addressed and that is al-Shabab's violent extremism and their terrorist tactics. An attack on the Dusit D2 hotel last Januaray in Nairobi left 14 civilians dead, including one American. al-Shabab has repeatedly demonstrated their willingness to target civilians in their attempt to undermine U.S.'s relationships with its African allies. While its easy for AI to gloss over the problem of violent extremism and point out our inabilities to combat al-Shabab in a more discrete manner the reality is if al-Shabab was benevolent innocent individuals wouldn't be dying from either side.

Big can of worms. Were the strikes off target? Were the civilians living with terrorists? We're the terrorist mingled with the civilian population. Is the US government trying to cover this up ? Are The terrorist telling The truth? The questions could go on and on.
