i.e. As the military should do when speaking on issues in another department's lane, he deferred the Senators to the DHS. No one is suggesting there is a military threat, which to him implies an actual army crossing our borders.

Like our military has historically done, we assist other government agencies with whole-of-government approaches. The military has done all kinds of things to include responding to natural disasters, delivering the mail, and to protect people marching for civil rights. Gen O'Shaughnessy has stated this is a national issue which requires attention. He also said that the proposed barriers could increase security, despite the claim from the left that walls don't work.

Yes he deferred the actual characterization of the illegal immigration and drug smuggling threat at the southern border. While he addressed the military threat like terrorism that requires NORTHCOM resources. Safe to say he doesn’t want to use active duty resources or takeaway resources to CONUS installations for a non-military threat. It’s a fair assessment of his priorities as a Combatant Commander.

Military spending in 2015 $598.5 billion -

Trump proposed military budget for 2019 was $686.1 billion.

However the actual 2019 Defense Budget that was approved by Congress and signed by President Trump in record speed provided for a 2.6 percent pay increase and an overall $716 billion national defense budget. This was as well the earliest the defense budget has been passed in the last 40 years.

Taking back $5 billion from the military - DoD is still on the plus side - +$110 billion - of a rather large increase in military spending. Just saying DoD should be a little thankful for the loosening of the purse strings.

As well while not a military treat - supporting DHS in stopping human trafficking and drug interdiction is in fact working to reduce domestic gun violence -

Sen. Tim Kaine is obviously clueless in regards to gun violence - from his 40,000 number 29,000 are suicides and the vast majority of the other 11,000 are criminal related with at least 1,000 of the 11,000 being the result of a LEO or a private citizen stopping a felony. A good part of the 10,000 are retaliated to criminal behavior - including crimes like drug trafficking and prostitution. So the money is working the "criminal violence" issue as well just indirectly. A lot of spillover benefits in stopping the influx of drugs.

Wow! The NORTHCOM commander is saying our military should be focused on foreign threats and you made this about money, wall, and how our troops should be doing non military operations on the US border. Well if the DHS and CBP need more manpower then absolutely stop over committing money to DoD and give DHS the required funding to effectively do their job with additional manpower and resources. Better than putting troops on the border supporting enforcement of law enforcement activities. GEN O’Shaughnessy understands this and wants the troops back home training for a bigger threat.

Hard to get the money needed when Congress wont provide it - Sen. Tim Kaine and the author of this made this about the wall and money - not me.

"President Donald Trump has declared a national emergency along the southern border to fund his proposed wall, and he plans to use Defense Department funds from military construction and counter-drug programs to pay for it. Members of Congress are challenging that."
