US: Russia ultimately to blame for Syrian chemical attacks

Reading stories on this latest statement from our SecState, the theme is to hold Russia accountable without directly accusing the Assad Regime or Syrian rebels of using chemical weapons. So why would Russia accept responsibility if our intelligence isn't directly stating the Assad government is still conducting biological/chemical attacks.
