Which is mot surprising China has been doing that for all sorts of people they care who they are like the ultimate business man as long as it makes them a buck they don't care.

The Russian government is heavily racist towards Asians, well you can just about add anyone after racist towards that is not a white Russian. Part of the reason the Chinese and Russians initially split was the Chinese figured it out in 1962 when it came down to who would lead the international Communist movement the very basic part of the Russian argument was that China was a nation better subjugated. So given that history the Chinese and Russians will tolerate each other and might throw token trade agreements together but you will never see the Chinese invest heavily in Russia and vice versa because under the surface they hate each other. So I have a real hard time believing the Russia - North Korea arrangement is much different.
