The good news is in the approach the Chinese have taken - China needs stable nations in order to utilize their excess labor as well develop Africa into an export market. The general certainly has a point, but it is one of many for and about Africa. While I tend to agree with the inherent problems the West has in dealing with Third World cultures, I'm about leaving most of them to their own destinies. Something like Que Sera Sera!!!
