The good news is in the approach the Chinese have taken - China needs stable nations in order to utilize their excess labor as well develop Africa into an export market. I think they have learned in many ways from previous colonial power failures - you can't just go into a region a draw lines in the sand and hand out countries over a game of high card wins.Might work for a while but had to maintain. This is the beginning of the paradigm shift as China edges closer to becoming the world's new colonial power.

LTC Ivan Raiklin, Esq. The tribal nature there is not conducive. Africa is the modern day representative of what the ME was before Sykes-Picot. I think we're smart enough to not try to do what the French/English did back then, but that was an effort to end WWI, too.
I think our best strategy is to stay an arm's length away, but also allow ourselves to be a sort of reactionary force to assist those we are training?

The general certainly has a point, but it is one of many for and about Africa. While I tend to agree with the inherent problems the West has in dealing with Third World cultures, I'm about leaving most of them to their own destinies. Something like Que Sera Sera!!!
