SSgt (Join to see) - Lil' Kim doesn't want peace. He wants to show the world that he is a big man and PRK is a big time country. Like a Chihuahua nipping at the ankles of the world. One of the big dogs (not necessarily the United States) needs to bite the little bastard to show him how small he really is before he will understand that eventually he will have to back up his bark, then he will die. It is just a matter of how many of the North Korean people he takes with him.

Air to air combat is relevant, but other tech is needed to fight groups like ISIS and the aQ’s. Are these upgrades cost effective? Just inquiring.

That's a good question we will need to wait for the official Pentagon press release to determine what is all being upgraded and the unit cost they normally list that in an email for DOD mail.
