It's an excellent change to the burial regulations. How many military members will actually take the time to make their burial wishes known? Granted, you are not "guaranteed" a spot in the cemetery of your choice because the future existing conditions of that cemetery will dictate whether or not your choice will be honored. Still, I will not be leaving that important issue to chance.
