It does need to be looked at carefully, but let's not forget about the massive amounts of 'mistreated' cases especially those in the 1990s and prior of sexually abusive hazing and rapes to men and women who instead of being able to get the proper help they needed, some were actually forced out of military service if they attempted to come forward with a general under honorable discharge with a completely bad and wrong diagnosis that sometimes takes years to even get corrected and then if they have the heart to fight, it's them against the world. But there's always a document somewhere. Just don't judge too harshly, everyone has been through it, everyone's an asshole and we can all be bitches. But it takes a real psycho to be able to go to work the next day after raping or killing a fellow shipmate and nobody else knows what he did.

I feel this is dangerous ground. If there was a list of people with "bad papers" that could be reviewed for what they were separated for that would be one thing. This may be an extreme example but think of Stephen Greene (the soldier who raped and Iraqi girl, killed her family and tried to burn the evidence). Although he committed suicide at the DB he would technically be eligible for services under this new idea. I served Honorably and this is a slap in the face. To make a blanket statement that ALL "bad paper" discharges should be eligible is an extremely slipper slope.

This is a decision that needs to be examined carefully. It's foolish to assume that all veterans with bad paper that have mental issues developed them due to service. Regardless of service people with mental health issues need to be treated, howbeit it shouldn't be on the VA's dime if they didn't serve honorably and they don't have a mental condition that can be linked to their service.
Some people are assholes with issues before they ever join the service. Some people are screwballs in the service no matter what their experiences are and the get the boot,
VA benefits are EARNED by honorable service and sacrifice.
