Standard operating procedures. There will be zero consequences for any executive or manager, despite special legislation passed and signed for this specific purpose.

As usual, the VA failed to do proper administration and oversight on the programs they paid for students to attend. Maybe if they managed this properly they could pay the students what they owed them.
