Tragic mistake. But it's easy to armchair quarterback. The cop did not give the guy enough time to respond to the commands before shooting. The cop had cover available so really did not need to shoot so quickly, especially since the guy was not threatening the cop even if he had had a gun in his hand, which he didn't. The real lesson to be learned here is that when a cop shows up, stay in your vehicle unless he tells you to exit and then pay attention and do exactly what the cop tells you to do.
One thing that bothered me about the video is that for many minutes while the guy is bleeding out, you have all these cops standing around and none of them is attempting to perform first aid on the guy.

The fact the Officer had to Make a split second decision ... and the fact the Kid failed to listen to the Officer's command... "of Let me see your hands..." and produced a Un detectable object ...
It's a bad Mistake But It was Not a Bad shoot...
I've seen Holsters that can contain a Ruger LCP the same size as the Victims wallet and the shoot could just as fast gone the other way...
Now the officer will hesitate the next time and he May be the one on the ground or the morgue....
