He's right, but he's only talking about himself and his colleagues. They have to get the money ball rolling, but that doesn't mean this budget will cure the maintenance/readiness issues, just because it will provide more weapon systems. It all takes time--lots of time.

MSgt Danny Hope - Yes, they are, but improvements don't happen that fast. If it's something we've already bought, and they have a signed defense bill, they "order" it, but then they have to build it. If it's a new weapon system, it's been through R&D, etc., but then they must write specs, a contract, do procurement (several months long when it's big). Budget rules say you cannot do that under the CR--no "new starts." And I believe for 2017 it was May (not sure about that) before they actually got a signed budget, and that's half a year. My point is, just because a President or politician gets in front of a camera and says "it's getting better everyday" doesn't necessarily mean it's true. Since most people are civilians that don't have anything to do with the military, they feel better, but it doesn't mean the military is realizing it yet.

Susan Foster - Weapons systems are one thing, other areas they can address is retention and training.

I agree with Susan, the military complex is normally years behind any budget. Hopefully, they are moving in the right direction.
