One this is a U.K. report and could be skewed and two the biggest problems are blue cities with no LEO respect and laws against personal protection. Chicago is only going to get worse as Police become more afraid to enforce laws and only criminals have weapons.

Way to go Chicago -
1) Emanuel closed down detective bureaus in Chicago’s highest-crime districts, relocating them to often distant locations. He claimed budget cuts - well why not close the bureaus in the low crime areas - because that's where the rich people live - so much for caring about the poor people.
2) The mayor disbanded many gang task forces - the gang problem in Chicago is seriously out of control. They are in broad day light kidnapping people off the streets. Chicago now has more than 70 gangs made up of more than 150,000 members. Really seems like police are ill equipped on this one - time to call in the national guard and make Chicago a police state.
3) In cooperation with the ACLU, Emanuel instituted new, voluminous forms that have to be filled out by police each time they stop someone to investigate a crime. All this time wasted filling out forms is time that can’t be spent policing neighborhoods. This was a result of Laquan McDonald getting gunned down by police. While yes this was a case to examined by the FBI by Emanuel delaying the release of the video of Laquan McDonald's murder so he could get reelected generated tons of hostility towards the police.
As well nationally, in 2015, 61.5% of murders resulted in an arrest. In Chicago is around 20%. People do not talk to the police due to fear of gang retaliation.
That's just the effects Ron has had on the police department - give him another 5 years and Chicago will be just like Detroit.

Sgt Wayne Wood It is sad, but not all that surprising. Especially city statistics. It is only going to get worse. First off, the value of work has been eroded in the name of instant gratification. Second, jobs that once allowed a family to thrive on a single income are disappearing. Wages don't keep up with inflation. It leads to a situation where you have young people being told they can have what they want right now, with no means to earn it. So what do they do? Acquire the instant gratification by other means. The cherry on top is that all discipline is gone. Blame parents for bad parenting when a kid turns out to be a little asshole, but decry those same parents as abusive when they try to instill discipline into their kids. I don't know how old you are, but I know that the discipline my brothers and I received as kids would be viewed as abuse today. I must be perfectly clear. I am not complaining about my parents. I love my parents dearly, and I have a great relationship with them. I stating that disciplinary behavior from thirty five years ago would be terrifying to modern society. Add all of that up, and you have a recipe for a society that has no regard for itself.
