Please take a look at this July 2021 National Bureau of Economic Research (NBER) study on the PGIB's limited effectiveness (link below). The lead author is Andrew Barr from Texas A&M University. The other authors are from University of Michigan (Laura Kawano), Dartmouth College, William & Mary (Bill Skimmyhorn), and U.S. Department of the Treasury.
