A step in the right direction, but no person should have to pay to exercise a right.
There should never be any "fee" charged by the government for the exercise of any enumerated right, including the RKBA. I registered to vote without paying an "administrative fee", and never had to pay a "poll tax". That sort of governmental taxation of a right was outlawed by SCOTUS.
The Court held true to its earlier principle "The power to tax is the power to destroy". We have our government to protect our rights --- we do not give them the power to destroy our rights.

CCW training requirements are waived for Veterans in Florida, but we still have to pay the license fee.
