Interesting. I’m highly curious to see the impact on careers and on effectiveness of future commanders with this process.

Meh...might be a good thing, might be an exercise in futility. I've long held there's a subjective quality to competency. You may have an outstanding combat leader who is crap at being a human being... or vice versa. The leader who has a spotless record may simply be adapt at avoiding difficulty. It's probably a good idea to break the mold a little here, but depending on who writes the protocols... it could end some otherwise stellar careers, or make some out of otherwise dead weight.

Seems they're always trying to make a better mousetrap.
