It is imperative for Marine pilots to keep up their training flight hours syllabi and while improvement is great, less than 17 hours of flight time for each pilot probably does not keep them all qualified and ready to deploy. Of course the number of airframes up and ready also limits who deploys and doesn't. Keeping the units slated to deploy qualified while stripping hours away from units in rehabilitation is sometimes necessary but should never be standard operating procedure.
