On most ships COs have two cabins. One is an "At Sea" cabin which is a small cabin located in close proximity to the bridge. The other on is their "Inport" cabin which is larger usually with a separate office area and sleeping area. And if you think that's fancy, you should see what the admiral's cabin looks like.
In regards to your statement, I doubt and O-6 position in any other service (except the Coast Guard) can compare to the stress and weigh of responsibility of being a ship's Captain.

At sea, the captain is always on duty. Are his quarters at his duty station any less than those who are ashore? No. And a captain is always duty, with a great deal of responsibility on an asset that is always in harm's way.
