"The Navy is looking a way that would allow sailors to leave the military and easily return to active-duty after getting degrees or working in the private sector."
It looks like the thinking is that it would also benefit the navy by reducing training costs.

Look, they're not Amish going out into the world at 16 and given the chance to accept or reject the sect.
Nor is the military a part-time job unless you signed up as a weekend warrior. If you're full time, you can't send people out on breaks! You need tanks close in case shit hits the bricks.
