Misinformation is a great technique for keeping a secret. My favorite example was the time when Kodak was going to build a new plant in Windsor, Colorado. Of course they wouldn't build a plant there. There wasn't sufficient water for their manufacturing processes. The thing is that they needed to buy a lot of parcels of land and if the farmers guessed what was happening, the prices would go way up. As Kodak bought more land, more misinformation was released in an attempt to keep people from knowing what they were up to.
