What’s on the US Air Force’s unfunded wish list? Classified programs you can’t see.

Many civilians think all DoD spending should be "open and transparent" because after all, they are paying the bill. However, China's (and to a lesser extent Russia and others) success at stealing classified plans for the F-35 and other advanced capabilities should teach us a lesson. If you want to keep the US ahead in the global technology race, we need to keep "black" funded programs and limited special access to the technology.
