When or if POTUS orders a nuclear strike, I dont think congress has much to say about it.

In my opinion, the biggest reason that countries don't use nukes is because of the cascade effect. One mistake gets launched/bomb gets dropped, and everyone is going to get involved. Next thing you know, nuclear winter. I am semi surprised that terrorist organizations haven't used at least a small dirty bomb.

PO3 David Fries The article agrees with you. The Russians used everything but a nuc in Afganistan, does make you wonder why no one has crossed that threshold.
