The HBO series, Deadwood, was an excellent example of civilizing the uncivilized, and it didn't use religion to do it. Even the vilest of villains joined in the effort to bring law and order. It was in their own self-interest. Once you accumulate wealth/property, regardless of the means, you want to hang onto it. Just because you stole from others doesn't mean that you'll be happy allowing others to steal from you. And, when you come right down to it, you need help protecting you own. Thus, we become civilized out of self interest. Whoever said "greed" was a bad thing? BTW, ever notice how civilization, civilized, and civilian all share a common root, "civil"?
