Pretty sure it is the shooter.

You mean the guns didn't just walk in and shoot the victims themselves? That's absurd, Sir. You and I both know it is all the fault of the gun, and not the radical terrorist pulling the trigger!!! Sorry for the sarcasm, I couldn't help myself.
We all know that truthfully it is the fault of the shooter.. Period.. No one else to blame.

I blame the US government. I blame them for this politically correct mentality that they keep enforcing simultaneously tying the hands of those that can make change.

If we had a stronger more dedicated leader in office, ISIS, Boko Haram, Haqqani Network, Kataib Hezbollah, Al Qaeda, Taliban, Muslim Brotherhood, CAIR, and any other terrorist organization would be both history and a reminder of what happens when terroristic groups raise havoc.

MSG Dan Castaneda - too many leaders (in uniform and elected) don't/won't listen to anything that doesn't fit their paradigm.

LTC (Join to see) - You are correct. Our military leaders are following the heard for job security.

The shooter is to blame. He's the one who committed the act, but I do have to wonder if the FBI actually did a good job in "clearing" him the 4 times he was reported as he was only actually investigated three times even though he was reported again about a week before he committed the act when he tried to buy body armor and 1000 rounds of ammo.
