Why does Biden's vaccine mandate not apply to welfare recipients and others?

The mandates were not issued from the private businesses. Biden mandated through OSHA to enforce mandatory vaccines to all private companies with 100+ employees. The Fifth Circuit has placed a halt on that mandate as they decide whether to place a permanent injunction on it. Several of those businesses however, are likely thanking Biden for imposing the mandate because this directs the blame toward the Federal Government if and when they sue for affecting their livelihood and personal medical information. The Private companies essentially get to say "we didn't make the rules, the government did" and they avoid getting sued.

What LTC Brown is referring to is a notable fact in the Biden admin's claim to want to get this country to a ninety something percent vaccination status and issued the mandate on the Federal Government employees and private businesses in order to do so. With his broad brush mandate against many groups of people, he apparently did not issue that mandate to "Americans on welfare, illegal immigrants, members of Congress, U.S. Postal Service employees and several other groups." Why is that? Could he be afraid of losing more of his base? After all, if welfare recipients are in fact proving to have generally lower vaccination numbers than the rest of the state numbers, wouldn't that be an acceptable target to increase the vaccination rates? But coincidentally welfare recipients also happen to make most of the Democrat's support base too. Hmmm... Next there are the Illegal Immigrants, which few can deny the Democrats are working feverishly to add to the voting population (i.e. through amnesty) after looking the other way when they illegally entered our nation.

"California provided a breakdown by county comparing the percentage range of how many Californians 12 and older received at least one shot with the percentage of Medicaid beneficiaries in that age.

The contrast is stark. Only one county, Lassen County, had an overall rate at or below 25 percent for Californians as of mid-June. When looking at just Medicaid recipients, that jumps to seven counties.

Meanwhile, more than half of California’s 58 counties have vaccinated 55.1 to 100 percent of all residents age 12 and up. For Medicaid beneficiaries alone, only four counties reached that threshold.

Los Angeles County has a rate of 55.1 to 100 percent for residents, but that falls to 35.1 to 45 percent for Medicaid beneficiaries."

Now, this was simply a poll done by rollcall.com, but I would say it denotes a trend. The point still stands. Why isn't the Biden admin going after them if they're are truly that serious about getting the vaccination numbers in the 90s? Because they don't want to piss off a significant portion of their base maybe?
