As one who benefited from the suspension of the law (barely in 2014), I fully support this move. While I was Active Duty I will admit I was frustrated by the fact I had to accept some new Civil Service employees based on Veteran's Preference when other candidates far exceeded their qualifications, but that is an entire different beast.
The fact is many of those military retirees coming into a Civil Service position is usually the case because they know they job. Is it an advantage? Sure! No different than a business which chooses to hire from within vs outside candidates. As long as other outside candidates are considered and compared using fair standards, I see no problem with this.
