If she were charged there’s no telling what the investigation and trial would reveal. My guess is that this was swept under the rug because many highly placed people would be implicated for many serious breaches of security. And they wanted to keep that from getting out.

Laws are for little people. Any of us who ever held a security clearance of any level know what would have happened to us if we had so much as mislaid an item, never mind doing what these people did. Our "betters" must be free of such petty distractions.
