Idiotically, Pennsylvania is one of those states. They claim that it would take years to implement new IDs, but they started issuing new IDs in June. The new ones aren't REAL ID complaint and the old ones remain in circulation until 2021. Additionally, they will begin issuing REAL ID compliant IDs in 2019, so they have money to be able to issue 3 different ID/DL at one time, but not the funds to get the technology to issue just REAL IDs. And our Idiotic Governor wonders why our state is drowning in debt.

I understand the need I mean the state issuing 3 IDs but can’t issue one compliant one now.
