World's Ugliest Dog title goes to English bulldog named Zsa Zsa

The backstory here is that the judges were deadlocked among Hillary Clinton, Kathy Griffin, Rosie O'Donnell, and Maxine Waters … and compromised on Zsa Zsa the English Bulldog although she is only ugly on the outside.
