To be honest I think 70% would. We did a Crisis Action Team table top What if drill. This was the topic. All by the numbers, The base had enough water , food, and gas on hand to last 2 weeks of just Military members. The local population 1 week, with no Electricity, working vehicles, or incoming support they would starve or end up with dysentery in short order.
After an Hour of this discussion it was colluded this location as screwed if this happened.
