It's true, this has happened to me numerous times. I received some great advice from a retired COL. After he asked me a few questions about my resume, He determined that I was not modifying my resume for each job that I was applying for. So from that point after I would re-write my resume using the KSA's in the job announcement. Then I started getting calls. I also found that the more time I spent on the re-write, the greater chance I would get a call from an employer. I have learned a lot about being an applicant. After 32 years of serving, I never had to worry about this process.

Mine has the results, or accomplishments I have done within each title I was assigned to. Whether the accomplishments are big or small, I put it in there anyway.
