If an enlisted guard member and an active duty officer meet in a civilian capacity with no chance of ever working together in any type of military status can they date?

Yes. The definition of fraternization is very clear about this. If there is no interference in either SMs career by the S.O. there is no issue. That being said, the first time that either or shows up at the other's unit and attempts to affect anything it crosses into frat and must be terminated and both could be subject to UCMJ.

In the Army, yes they can. Reserve component are allowed to date as long as they met outside of work. As I understand, the Air Force doesn't have that distinction.
