My immediate family members are living in South Korea, and they have South Korean citizenship. In this case, Can I reclass to 17C or 35 series?

South Korea is fine. You'll notice that we have a lot of people with family in South Korea who are MI. China or Russia, on the other hand, is a solid no-go. The rule isn't "No family members in foreign countries", it's "No family members who reside or are citizens of foreign countries known to be adversaries of the US". We actually have Korean Katusa Soldiers augmenting our Army
