I can't count how many times I have heard a CSM preach about diversity of assignments yet acquiring additional skill identifiers that would make you more marketable is not that easy. I have seen some " school house campers" who have acquired more ASI's and SQI's then I knew existed and they get into a position and stay there. We all know that one guy that goes to the physical security course and everywhere they go that's all they do, or the EOLC, career counselors, etc...
Educationally I think the Army needs to do more for the NCO Corp by making additional skills mandatory. The NCOES is good but there are usually several years between courses where NCOs could gain new knowledge and skills. 
This would also assist career managers with more options for assignments.

Something I have noticed in my experience is that a lot of these additional duties that require schools NCOs could use have to be done by certain people. For example I am an operations NCO and it seems like every additional duty requires an NCO from HQ PLT. So because I am a SSG guess who gets tapped. I would love to spread the wealth I am to busy as it is.

Short answer, No.

 

If you are squared away the unit "can't" get along without you.

 

If you are in the way you can have the slot.
