How do you promote a Soldier who was previously reduced in rank? Does HRC promote him or do we the S1 promote him?

I had a Soldier who is also a PFC that came in to my S1 Office inquiring about when will he be promoted. I looked back at the AAA-117 2 months back and he was circled "Yes" fully eligible to be promoted. This Soldier was previously reduced in rank to PVT but he gradually got his rank restored to PFC, now he is fully eligible to be SPC and for 2 months he was like this but nothing happened. He is yet to be promoted in the system, I told this to my supervisor and he adamantly states that HRC promotes him and not us the S1. I had promoted a Soldier manually before in the same situation with guidance from my previous supervisor. Is there something in the regulation that states HRC promotes these Soldiers in this situations and not us?

After a Soldier has been reduced, the automatic advancement is no longer automatic. In order for the Soldier to get advanced again, the Company Commander has to authorize it via DA Form 4187 requesting advancement. Then you can go into eMILPO and advance the Soldier manually. This is assuming all flags have been removed from the Soldier's record.

Roger and I will refer to that, this is why I love helping Soldiers even though I don't have enough rank yet. I still try to do my best.

SPC (Join to see) - That is the job. Even though you are only a PFC right now, remember what they teach (or should have taught you) at the schoolhouse: If you have a reg behind you, you cannot be wrong. Sometimes the Officers don't always know the answers because they either are not aware of them or have misinterpreted the regs. It is part of your job to know the answers, where to find them, and how to respectfully educate your peers, subordinates, and superiors.

Remember that he has to wait the full TIG eligibility from the new effective DOR after his or her reduction went though. He cannot be waivered back to the rank after reduction.

as long as the AAA 117 states that he is eligible for his SPC then just do as SSG Unger mentioned. Also another way to handle it is by going into EMILPO and under promotions, type his name and then promote him and put the effective DOR as the date that he should have received it. In this case it will be on whatever month was after the AAA's and then the date will be on the first of that month.
