I’ve been trying to research to see if and where HRC or any other source posts these statistics but can’t seem to find it. I was able to find some sort of manning guide but it only showed some understrengthed MOS’s. I’d like to be able to see the overstrengthed ones as well by their percentages.

That's not publicly available data. Specific strengths of MOSs and projections would probably be considered FOUO or Sensitive. The data system where it can be found requires a Secret clearance and need to know access. The closest thing you'll find is the In/Out calls.

2LT (Join to see) to further complicate things, HRC has Manning guidelines that require certain MOS's be filled above 100% or allow them to be filled below 100% because of future MOS authorization changes or restructuring

The Army still publishes In/Out calls by MOS. It is not expressed as a percentage, but it definitely shows which MOSs are over and under strength.

2LT (Join to see) I have seen a breakdown report similar to what you are looking for at a Senior Leader Conference once. However, I am not sure where to find the raw data. I know recruiters may have access to understrength reports, I would start there.
