I am a Reservist, and have been trying to get into ALC for almost 2 years (wait list, unit changes, etc.). My new unit ATRRS guy has just told me I need to be enrolled and complete DLC level 2 as SSD2 will no longer be accepted before they can enroll me into all 3 phases of my ALC. Is this true, or just someone who doesn't know or want to do the work?

As long as you completed SSD2 you don't need to complete DLC2

My biggest pet peeve and it’s getting worse and worse in our service. Certain leaders just making up rules from either word of mouth or because they want something their own special way with no rhyme or reason: without any factual evidence, regulation or policy. It’s a plague to the Army.

Whoever told you this is completely wrong. If they cared to look at the NCO Academy site or got the literally Army and reserve wide brief, they’d know SSDs get grandfathered.

Anyways though, good luck and I hope all goes well.
