If you didn't include your military records with your claim that can be the reason it was overlooked

It depends how it got started, if it can be tied to any compares or events in the military or if it can be deemed a secondary condition. Usually there are good DAV benefits volunteers who can help with this. I’d go for a new claim. Never put in for an appeal!
