The former of both pages above has a Wash DC 202 phone number, presumably for their switchboard or management staff...the latter gives email addresses, and, in some instances, phone listings for individual staff...I've found such directory pages quite useful, a good many of the Federal organizations have them, I've noticed...try the main 202 phone first, then try looking up the individual senior managers, till you either can reach one of them, or one of their staff, it's pretty much a matter of luck who answers...though, as I'd said, the mil/vet staffers or staffers handling national parks for the Congress local district offices, mainly the House office, as I'd said, where you are, should certainly be able to get you stuff on such passes, I'd expect, you might have to wait awhile for one of the NPS staff to get back to you, though I expect they'd certainly do so, in a few days, after one of the Congress offices tries to get ahold of them, obviously, OK?

Somebody else had just sent in a thread about this a cpl of days ago...I can't tell if it was yours, though I expect not, I'll give you the stuff I'd found for that one, though, first and foremost, any mil/vet staffer at all three of your Congress offices would be able to help you, most likely your House local office, don't call the DC offices, they don't do that sort of stuff, they only do policy, they'll just refer you back to the district offices locally, they'd at least get you phones to call, if nothing else, however, I'm generally pretty decent at wading through governmental bureaucracies to find stuff like that, so hang on a cpl of mins, and bear with me, I'll get it for you, as I'd said, the stuff I'd sent to that other thread asking about that a cpl of days ago, as well, OK?

And if you go through the Congress local district offices, you've gotta give them the Privacy Act (PA) forms, before they can help you, that's just Federal law, no way around it, plus, they've gotta be resubmitted I think every year or so, you can't just send one in permanently and have that be enough forever, I'm afraid, OK? Hang on, I'll get the rest of the stuff from the other thread, OK?
