When direct commissioning, who determines the rank you enter service as? When you submit your package, do you "board" a certain rank or is your rank determined by the board as your package is reviewed?
I hold a M.S. degree and I'm prior service. Hoping for 1LT.

It's called constructive credit, and it is used to make the time you spent on advanced degrees, prior service, etc etc 'fair' to you compared with your peers.
Look here to see what applies to your specific situation.

DOPMA/ROPMA Reference | Constructive Credit
Constructive credit is used to determine rank and grade based on prior service and advance degrees. The purpose of constructive credits is to provide grade and date of rank comparability for persons commissioned after obtaining advanced education, training or experience relative to a contemporary who began commissioned service immediately after obtaining a baccalaureates degree.

If I’m tracking your question correctly, you board with a certain rank pending an available slot and if you are a suitable candidate. If you have experience you can get time in grade credit. I was a civ nurse for 6 yrs and got around 3 for 1LT, picked up O3 2 years later. Also if your MS degree relates to your AOC then you might get more. The rank will say on your contract. AMEDD recruiter will know.
